I don't think I've ever seen a more contrived-looking groundbreaking than this. It's obvious that this is a pile of dirt that was brought in just for the ceremony for them to scoop up, because they're standing in the middle of an area that has been paved for many decades. It would have looked more natural if their "groundbreaking" involved these officials' taking a sledgehammer to the old building and breaking off a chunk of concrete. They could even keep it as a souvenir if they wanted to...
