Opponents Reorganize to Face Wheaton Costco's New Gas Station Application

Costco has restarted the special exception process.

Opponents of the Costco gas station in Wheaton have formed a new umbrella group, separate from the Kensington Heights Civic Association, and are calling it The Stop Costco Gas Coalition. Costco has restarted the special exception process for the gas station at Westfield Wheaton, but the new plans shift the gas station location so that it complies with the zoning text amendment passed by the Montgomery County Council this summer. Council Votes to Restrict 'Mega' Gas Stations in Montgomery County

But a last-minute change means a proposed Costco gas station at Westfield Wheaton Mall is still in limbo.

All nine Montgomery County council members voted Tuesday afternoon to establish a 300-foot buffer between large gas stations in the county and community spaces such as parks, schools and pools. But the vote left unclear what was on everyone's minds: whether Costco would be able to build its proposed gas station at Westfield Wheaton. Councilmember Marc Elrich, the lead sponsor of Zoning Text Amendment 12-07, made a key last-minute change to the bill, reducing the buffer zone from 1,000 feet to 300 feet, in order to gain the necessary votes for passage. I drove by Costco's proposed gas stataion site and saw that the parcel of land is being landscaped and grass seed with hay has been laid down. Apparently, Costco is still planning on pursuing this as the site for it's gas station. If not, you'd think they'd be turning this space into parking; which the Costco is going to desperately need given the tight parking that already exists there.   more ›

Council Agenda: Proposed Gas Station Rule Change

The Montgomery County Council's PHED committee will discuss ZTA 12-07 on Monday.

The Montgomery County Council is set to discuss a proposed rule change on Monday for where large gas stations can be built. Last month, the Council heard from the community at a public hearing. If the rule change is approved, Costco will not be able to build its proposed gas station at Westfield Wheaton. The Council's Planning, Housing, and Economic Development committee will hold a work session on the change, known as ZTA 12-07, at 2 p.m. in Rockville. The meeting will be televised live on County Cable Montgomery. The ZTA would prevent gas stations that dispense more than 3.6 million gallons per year from being located within 1,000 feet of "any public or private school, or any park, playground, or hospital, or other public use, or any use…

Planning Board Divided Over Gas Station Regulations

ZTA 12-07 is scheduled for a public hearing at the Montgomery County Council on June 19.

No majority opinion emerged from Thursday’s meeting of the Montgomery County Planning Board about whether gas stations should continue to be regulated through the special exception process, or whether the emergence of “mega” gas stations calls for a reexamination of the rules. The contentious agenda item was a zoning text amendment that would prohibit the construction of gas stations that dispense more than 3.6 million gallons annually within 1,000 feet of “any public or private school or any park, playground, or hospital, or other public use, or any use categorized as a cultural, entertainment and recreation use.” Of the four commissioners at the meeting, Norman Dreyfuss and Amy Presley voted together to tell the county council that the …

Hopefully, the County Council will stand firm and approve this zoning text amendment. It is my understanding from testimony at the hearing that a normal gas station pumps between 1 and 1/2 to 2 million gallons a year. Since there are currently no mega-gas stations in Montgomery County, now is the time to set the parameters on where these mega-gas stations can or can not locate. This zoning text …   more ›

Planning Department Opposes Gas Station Zoning Text Amendment

The planning board will discuss the ZTA this Thursday.

The special exception process already in place sufficiently regulates gas stations in Montgomery County, the Planning Department staff wrote last week in a memo to the Planning Board on Zoning Text Amendment 12-07. ZTA 12-07 would prohibit the construction of gas stations that dispense more than 3.6 million gallons annually within 1,000 feet of “any public or private school or any  park, playground, or hospital, or other public use, or any use categorized as a cultural, entertainment and recreation use.” If the county council enacts the ZTA, Costco will not be able to build its proposed 16-pump gas station at Westfield Wheaton, next to the Kensington Heights neighborhood. It makes no sense to decrease the distance from a health standpoint! on the face of it makes more sense to go wtih number of pumps instead of volume. But it is disingenuous because of course at mega gas stations such as this is is all about volume and the idling cars that contribut both to that volume AND the associated air pollution.   more ›
